The ICAO Program "No Country Left Behind - NCLB" is an effort to promote greater proximity between the most developed countries in civil aviation with those that will face the greatest challenges of modernization of systems, processes and industry standards for years to come.

The goal of the initiative is to decrease any asymmetries amongst the civil aviation systems in the world, especially on the level of implementation of standards and recommended practices of ICAO. It also aims at increasing the access to adequate infrastructure for safe, economically sustainable and responsible development of civil aviation, while also decreasing the environmental impact from air transport activities.

Brazil is also part of those efforts with the support of the President of the Council of ICAO. The organization sees the work of ANAC as essential to the harmonization and cooperation activities to be developed especially in the context of CAACL and to the promotion of regional integration initiatives in Latin America.
