Brazil-Cape Verde Cooperation Program

The Program is an international cooperation project implemented according to the technical and budgetary guidelines from the Brazilian Cooperation Agency of the Ministry of External Affairs (ABC/MRE). It includes specific activities between both countries in the civil aviation field.

This commitment between the Civil Aviation Authorities of the two countries stems from an international treaty previously signed by the Brazilian and Cape Verdean States. This treaty is the Basic Agreement on Technical and Scientific Cooperation between the Government of the Federative Republic of Brazil and the Government of the Republic of Cape Verde, signed in Brasilia on 28 April 1977. The Basic Agreement aims at establishing the necessary legal framework for the development of international technical cooperation between institutions from both countries.

Under this Basic Agreement, an additional document called the Supplementary Agreement to the Basic Agreement on Technical and Scientific Cooperation between the Government of the Federative Republic of Brazil and the Government of the Republic of Cape Verde for the Implementation of the Project for the Strengthening of the Institutional Capacity of Cape Verde Civil Aviation Agency was established.

In addition to a list of general objectives, the Supplementary Agreement also designates the institutions responsible for their implementation. In the case of the Project for the Strengthening of the Institutional Capacity of Cape Verde Civil Aviation Agency, ABC/MRE and the Ministry of Foreign Affairs from Cape Verde were identified as the coordinating institutions. In turn, ANAC and AAC were designated as executing agencies.

The Project Document resulted from a prospecting mission held in Praia, Cape Verde, between July 25th and 29th 2011. Organized and funded by ABC / MRE, the mission was composed by ANAC representatives from the Department of International Relations, Department of Flight Standards and Department of Airport Infrastructure.

The project's conceptual framework relates Development Goal and the Specific Objectives as follows:

Development Goal:

Ensuring security and safety of Cape Verde's civil aviation in order to contribute to the development of the country and the population's welfare.

Specific Objectives:

Strengthening the capacity of regulation and supervision of the Cape Verde Civil Aviation Agency (AAC / Cape Verde), in particular in areas of operational safety and aviation security against acts of unlawful interference, through:

  • technical training for inspection activities, certification, continuous surveillance and education; and
  • technical assistance for review and implementation of the Program of Training in Civil Aviation Security against Acts of Unlawful Interference.
