Regional Safety Oversight Cooperation System (SRVSOP)

The SRVSOP is a system responsible for providing technical assistance to participating States, aiming to overcome the Safety Oversight challenges through the provision of studies and aid for the adoption of ICAO Standards and Recommended Practices (SARPS). The system also supports the implementation of actions required to meet the recommendations made under the auspices of the Universal Safety Oversight Audit Programme from ICAO (USOAP).

The guiding principle of SRVSOP is the compliance with the provisions of the Chicago Convention and its Annexes related to safety, in compatibility with the USOAP Programme. In its first stage of implementation, the SRVSOP was mainly focused on the SARPS of Annexes 1, 6 and 8 to the Chicago Convention, observing the provisions of the related texts (DOC Series) published by ICAO.

It is up to ICAO to promote the management of a trust fund between the participating States to provide logistical, technical and administrative support needed to start the SRVSOP activities. This fund is established through a multilateral technical cooperation agreement between the countries. Other ICAO tasks include providing documentation and technical support for the implementation of activities arising from USOAP as well as conducting financial audits of the System by the end of each year of activity.

The responsibilities of the Latin American Civil Aviation Commission (LACAC) with respect to SRVSOP are: performing acts between the participating States to conclude an Implementation System Agreement, coordinating the dissemination of Safety information among States, encouraging them to take corrective measures pointed out by the audits and providing experts to ICAO whenever required for the execution of Safety Audits.

 

History of SRVSOP

The Regional Project UNDP/ICAO RLA/95/003 on the Development of Continuing Airworthiness and Safety of aircraft in Latin America, established in 1995, aimed at helping the Latin American countries to improve their regulatory and administrative systems related to continuing Airworthiness, Safety and Personnel Licensing.

Under this regional project, work on harmonization in regulation and training of inspectors and experts from the Civil Aviation Authorities were developed. In June 1996, the participants of the Fifth Meeting of Civil Aviation Authorities of the South American Region Meeting (held in Cusco, Peru) considered that the activities under the Project RLA/95/003 were a first step towards the creation of a multinational system in the region for Safety Oversight. This system would have the purpose of maintaining the progress made by the Project RLA/95/003 and developing a positive environment to achieve uniformity of Safety levels within the South American region (Region SAM) in the highest level possible. In this context, the authorities started negotiations with the ICAO to study the possibility of stablishing the organization and, if so, to take the necessary measures for its establishment.

The Resolution A12-4 of the Twelfth Ordinary LACAC Assembly, held in Panama, in November 1996, sought to encourage Member States to support the establishment of a multinational system in the region whose purpose would be to unite efforts of States to address the needs and overcome new challenges related to meeting the Safety Oversight responsibilities. These responsibilities draw special attention to USOAP, to which the States were also submitted.

In response to these requirements, under the Project RLA/95/003, LACAC promoted the creation of a group of experts in order to analyze the institutional aspects involved in the creation of a body to monitor the Safety levels in the region.

Taking into account the conclusions of this group of expert, LACAC and ICAO established a Memorandum of Understanding (MoU) on 1 October 1998. This MoU promoted the creation of the SRVSOP with procedures, organization and operation to be agreed by the participating States in the system.
