Latin-American Civil Aviation Commission (LACAC)

The goal of LACAC is to provide the civil aviation authorities of the Latin American region an adequate framework for cooperation and coordination of activities related to civil aviation. The Commission seeks to promote integration mechanisms for regional air transport, involving not only the harmonization of technical standards, but also the conclusion of air liberalization agreements among Latin American states. This work contributes to the improvement of air connectivity and to the increase of flows of trade and people between the countries in the region. LACAC documents and recommendations are not legally binding to states. 

Brazil in LACAC 

Currently, Brazil is the focal point for safety at LACAC and coordinates the Permanent Group on Strategic Planning. Also formed by Argentina, Chile, Colombia, Cuba, Guatemala, Nicaragua, Peru and the Dominican Republic, this group was responsible for preparing a proposal for LACAC's Strategic Plan for the period 2016-2025. This document has been appreciated and approved by the Executive Committee at its 87th Meeting, held in March 2016, and will be submitted for final approval by the Assembly at its 22th Meeting, to be held in November 2016. With this initiative, the Group intends to strengthen the Commission so that it can properly deal with new and emerging challenges of the international civil aviation system, respecting the different views among the States in the region.

 

LACAC History

The Latin American Civil Aviation Commission was established at the Second Latin American Conference of Aeronautical Authorities, held in December 1973 in Mexico City. At the time, 15 Latin American countries signed the Statute of LACAC and currently 22 states in Latin America and the Caribbean are members of the Commission. In Brazil, the Statute of LACAC was incorporated into national law through the enactment of Decree No. 77076 of January 23, 1976.

The structure of LACAC is composed by the Assembly and the Executive Committee. The organization also has a permanent Secretariat based in Lima, Peru.

The Assembly of LACAC is composed of representatives of all Member States and is convened at least once every two years. Its Resolutions and Recommendations are approved by the Assembly by the consent of a simple majority of the represented States. The Assembly also approves the working program for the next biennium, including budget planning and review activities carried out during the previous period.

At each regular meeting, the Assembly of LACAC approves the composition of its Executive Committee (01 President and 04 Vice-Presidents), taking into account criteria of geographical representation in the region.

The Executive Committee represents the governing body of LACAC and it is responsible for carrying out executive functions of the organization, in particular managing, coordinating and directing the working program approved by the Assembly. In the exercise of its functions, the Executive Committee may establish committees and working or experts groups.

The current Executive Committee, elected at the 22th Session of LACAC Assembly, held in 2016 in Colombia, is composed of the following Member States:
