Open Skies Multilateral Agreement for Member States of Latin American Civil Aviation Commission (LACAC)
The Multilateral Open Skies Agreement for Member States of the Latin American Civil Aviation Commission (LACAC) aims to enable expansion of flights and connectivity between Latin American States.
The Agreement focuses on the elimination of barriers for the development of aviation between the parties, in line with the Brazilian regulatory framework. In this sense, it offers greater freedom to airlines designated by the parties, including free determination of the number of frequencies that may be operated, increased traffic rights, open route schedule, free pricing and greater operational flexibility (for example, for operations in codeshare).
In the case of Brazil, the agreement allows the operation with traffic rights up to the 6th freedom of air. Other countries may also make reservations on specific articles of the agreement.
The Agreement entered into force in April 2019, after being ratified by three countries (Brazil, Panama and Uruguay). The agreement is also provisionally applied by Chile, Guatemala, Honduras, Paraguay and the Dominican Republic, and is open to accession by other CLAC Member States.
