ANAC-Brazil and ENAC-France Cooperation Program

In late 2011, the Department of International Relations (SRI) and Airworthiness (SAR) initiated a joint work with the Institut Aéronautique et Spacial – IAS, in order to facilitate the participation of public servants from the Brazilian aviation authority in professional master courses (masters spécialisés) offered by French centers of excellence in training in civil aviation.

The immediate result of this work was the participation of four experts in Civil Aviation Regulation in professional master courses provided by the École Nationale de Aviation Civile - ENAC in the school year 2012/2013. The mentioned courses dealt with the airworthiness issues, operational safety and airport management.

In the second half of 2012, the aeronautical attaché of the French Embassy to Brazil requested a meeting with the head of ANAC Department of International Relations. At that meeting, it was stressed both intentions to cooperate on major issues of civil aviation area.

Following those initiatives, The Brazilian civil aviation authority established a direct dialogue with the DGAC, ANAC counterpart in the French Government, as both institutions perform similar functions. In addition, ENAC is hierarchically subordinate to the DGAC, which would allow the Brazilian authorities to enjoy the same advantages arising from the signing of a Memorandum of Understanding directly with ENAC.

The negotiation of the Memorandum of Understanding not only covers training initiatives, but also seeks to expand the exchange of knowledge between the two Civil Aviation Authorities, through the possibility of conducting joint studies and technical partnerships. Thus, ANAC is able to incorporate experiences and success stories that the French Authority has in their certification processes, monitoring, planning and execution of activities.
