Community of Lusophone Aviation Authorities (CAACL)

CAACL´s mission is to promote institutional cooperation between the Civil Aviation Authorities from Portuguese-Speaking countries by harmonizing decisions and exchanging information, technical and training assistance, as well as strengthening the role of the member countries on the international scene. Currently, the Community is represented by nine countries: Angola, Brazil, Cape Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Portugal, Sao Tome and Principe and East Timor.

The Community aims at strengthening the ties of friendship and promoting institutional cooperation between the signatory countries. In addition, it assumes the nature of a discussion forum in which states are encouraged to cooperate in matters related to civil aviation. In this regard, countries meet, ordinarily, once a year, in order to discuss issues of common interest and define any joint action plans.

CAACL History

CAACL was established in 17/07/2007, during a meeting in Lisbon (Portugal), attended by the Civil Aviation Authorities from Angola, Brazil (represented by ANAC), Cape Verde, Guinea-Bissau, Mozambique, Portugal, Sao Tome and Principe and East Timor. On 02/11/2007, the Memorandum of Understanding formalizing the creation of this Community was signed.

The last meeting took place in Lisbon, in November 2015, and it aimed to assess the stage of development of the mutual Action Plan and to approve the accession of Equatorial Guinea as member of CAACL. The meeting was chaired by Guinea-Bissau, a country that holds the presidency of the Community, since March 2015, and was attended by the leaders and representatives from Brazil, Cape Verde, Guinea-Bissau, Mozambique, Portugal, host country of this initiative, and Sao Tome and Principe.
